Nisbet District – A Positive Step for Historic Downtown


Recent interest in development of the area adjacent to Nisbet Park brought to the forefront concerns over the potential loss of character provided by this small neighborhood section of historic downtown Loveland. While small, this area provides an important transition between the bustling business districts of Loveland Avenue and the nature environment of Nisbet Park and the bike path. Perhaps more importantly, this neighborhood embodies the quiet charm of Loveland’s past.


Over the last several years, residents, along with Loveland city leaders and members of the Historic Preservation and Planning and Zoning Commissions have discussed the benefits of a dedicated district for this unique area. Last year, protections for the neighborhood were formalized by Loveland City Council with the creation of the “N Nisbet District,” which sets guidelines for use, size/scale and parking, among others.


As the new code (Chapter 1159) states, the purpose is to maintain and enhance the distinctive character of the north end of Railroad Avenue. The new district encompasses the north side of Harrison Avenue, adjacent to the Bike Trail, all of Railroad Avenue north of Harrison Avenue, and the one-way loop of First and Union Streets. Nisbet Park and the David Kennedy parking lot were not included in this district.

 


Nothing changes with the existing homes and structures; however, new conditions were added for new development concerning parking, street trees, fencing, signage, and items located on the roof, which now has a maximum height regulation.


Reaction to this new district has been positive, with a common theme of the look and feel of the neighborhood is captured in the new code.


The creation of the Nisbet District is an example of the way the system is supposed to work. The City of Loveland had entities in place (Zoning, Historic Preservation & Planning Commissions) to safeguard against undesired development. Residents engaged and spoke out on their desire to preserve the

neighborhood. Loveland leadership listened and showed an earnest commitment to preservation and thoughtful development.
