Loveland City Hall is currently showcasing the work of local watercolor artist Joy Osborne, a longtime Loveland resident whose detailed architectural and landscape paintings are earning fresh attention through a new public exhibit. Osborne’s exhibit features approximately thirty original watercolor pieces, all of which are available for purchase. At the conclusion of the show, Osborne will also raffle off one of her original paintings, with proceeds benefiting
Loveland’s LIFE Food Pantry, combining art with community support.

“I’m feeling incredibly grateful to share my watercolor work at Loveland City Hall,” says Osborne. ‘This town has shaped so much of who I am — the stories, the people, the old buildings that whisper their history if you pause long enough to listen. Being invited to display my art in a place that holds so much meaning for our community feels both humbling and deeply personal. I’m excited to share pieces that reflect the spirit of the place I call home.”

Watercolor has always been Osborne’s preferred medium, though her work often surprises viewers. Her paintings display an unusual level of control, depth, and fine detail, and are frequently mistaken for oil paintings, acrylics, or even photographs.
Osborne’s broader collection includes approximately 75 pieces, which can be viewed on her website, joydesigns.art. She primarily exhibits her work at local art and craft fairs, and all of her artwork is also available as prints. Osborne says making prints allows her work to be accessible to everyone, regardless of budget or available display space.
While Osborne’s portfolio includes both landscapes and architectural subjects, architecture remains her greatest passion. As a child, she dreamed of becoming an architect—a fascination that continues to shape her art. Osborne says she approaches each painting as an act of preservation and storytelling. “Every building has a soul,” and her work aims to capture not just the physical structure, but the spirit and emotional history of historic places. Her paintings invite viewers to pause, reflect, and reconnect with places that hold meaning in the community.

A native of the greater Cincinnati area, Osborne grew up in Madeira, where her artistic journey began early. Her father, also an artist, introduced her to painting as a child. She moved to Loveland more than 15 years ago, a place that has since become both her home and a frequent source of inspiration.

The featured artist for the Loveland City Hall exhibit is selected by the City of Loveland’s Art Commission, which rotates local artists throughout the year. Assistant to the City Manager Misty Clark sits on the Commission as staff representative and reflected on Osborne's selection as featured artist. "Last year, the Commission discussed opportunities to feature artists whose work reflects Loveland's identity during the City's 150th Anniversary... After reviewing her work together, the Commission agreed it would be a strong fit. Her artwork highlights Loveland's landscapes and landmarks, and the Commission subsequently invited her to display her work at City Hall."
Osborne’s exhibit offers residents and visitors an opportunity to experience familiar places through a new lens—one brushstroke at a time.
